stupid people should be prevented from calling 911

There are so many people unclear on the concept of what 911 is for. Not getting directions somewhere, not to have your cat taken down from the tree, not because a convenience store clerk refuses to sell you any more beer, and not because a fast food restaurant has run out of lemonade.
